Harbor Patrol
The law didn't worry too much about Shanghai'ers, but every now and then they might step in! Harbor Patrol is your last hope for getting out of a Shanghai! Play it AFTER another player completes a Shanghai with a Rowing Gang pair or a Boss card. You take 2 cards from them and put the Shanghai Card back in the deck!

TIP: Keep this card a secret if you have it! No one will try to Shanghai you if they know you have the Harbor Patrol watching out for you!
